Here are the rules for the underworld..
1. Yes gods and goddesses can come here, with reason not just to say "hi."
2. Hades and Persephone are not part of the counsil of gods. They do not have a place in the meeting room and cannot take part in the meetings.
3. Hades and Persephone usually stay in the underworld and rarely come up.
4. If you die then you must come here for judgement. If you were good, you leave. If not them you stay.
